MOUNTAIN COAL
COMPANYL.L.C.
A Subsidiary of Arch Wesmm Resources. Please find enclosed three copies of each of the items listed above to
be incorporated into Exhibit 43A (a new exhibit), revised table of contents and an application
form.
MCC designed the outslope of the ROM pad expansion with 2H:1 V slopes. However, due to
actual field conditions, the east end of the fill slope of the pad expansion was steepened to slopes
of 1.38H:1 V. As the slope had to be steepened, MCC had engineered and constructed a rock
buttress on the slope to ensure stability. During construction, MCC did not encounter any water
or damp soils, and performed numerous compaction tests in which the mean compaction was
near 95.8 percent.
The as-built contours and drainage of the expanded pad were included in Maps 53 and 54
submitted with Technical Revision No. 86.
Please call if you have any questions.
Si
Christine E.
Permitting ~
cc: Henrv Barbe
Phil Schmidt
Kathy Welt
mr256 doc
