Weber Street <br />Colorado Springs, CO 80903-3906 <br />Re: Response to Final Design Analysis for HR-6 Synder Quicrry CAP <br />Castle Concrete Company/Cedar Heights Lenders <br />Dear Mr. Briggs: <br />Please find enclosed a copy of the Kiowa Engineering (:orpora- <br />tion.report which has been reviewed and approved for submittal to <br />you and the Mined Land Reclamation Board by the Cedar Heights <br />,~ Lenders. The proposal which we are recommending be adcpted is <br />Option No. 6, which would be to construct the 100 year capacity <br />culvert and to keep the flow within the basin rather than diverting <br />it to another sub-basin. Our recommendation to adopt Option No. <br />6 is contingent upon Castle Concrete stabilizing the area above the <br />inlet at the HR-6 culvert to prevent sedimentation deposits <br />downstream. <br />You will note as you read this report that Kiowa Eng.-neering <br />Corporation recommends that Cedar Heights property owners <br />construct a culvert under Cedar Heights Drive at the F~roposed <br />culvert "A" location and that stabilization of the natur~ll Swale <br />downstream of the HR-6 culvert be undertaken. The Cedar Heiohts <br />Lenders are aware of that recommendation. However, I want to make <br />it clear that at this point in time the Cedar Heights Lenders are <br />assuming no responsibility for construction of that additional <br />culvert or the stabilization of the downstream slope. Ttie Cedar <br />Heights Lenders are only five of the many property owner:: in the <br />Cedar Heights subdivision, although admittedly the largestl~roperty <br />owners. Any culvert to be installed at the proposed culvert "A" <br />location and stabilization of the slope will need to be done with <br />the participation of all the property owners in the Cedar Heights <br />subdivision. <br />
