incorporated into the drop on [he Bull Seep Slough. Bryan Kohlenberg responded
that according to Mike Applegate this would reduce the channel's capacity for the
4,800-cfs. Chris Lidstone added that they are considering replacing the formal l-foot
drop with a grade control structure instead. With that approach, they would design a
steeper section of vegetated channel between the grade control and the Reservoir B
spillway.
12. Chris Lidstone mentioned that the concept of a relief structure on the South Platte
River had been taken out of the design.
13. John Hickman continued a discussion of the concepts shown on the new drainage
plan. He mentioned that access to the Conservation Easement and Brantner
Diversion Structure has been shown on the plans. Additionally, Lafarge & the
UD&FCD have been discussing District participation in the cost of the Bull Seep
Slough Drop. The plans also include a 100-foot long plug in the existing channel
neaz the breakout area. The old Bull Seep alignment has been proposed to be filled
in. The drainage plan incorporates discharges of 250-cfs downstream and 50-cfs
upstream of the Bull Seep/First Creek confluence. Lafazge is working on obtaining
confirmation from Fulton Ditch regarding the 50-cfs discharge. John also mentioned
the possibility of installing a pump irrigation system to feed dewatering discharge into
the upstream end of the Bull Seep until 2006, when the liner is installed in Reservoir
A. After the liner is installed, the ground water is expected to rise back to historic
levels.
14. The First Creek Overflow channel has not changed. The trees to the south will be
preserved. Jeff Schwarz (Massey Semenhoff Schwarz & Bailey, P.C.) clarified that
Scot[ Franklins concerns were mainly focused on the Bull Seep, not First Creek.
15. The plans also incorporate a lateral berm spillway between Reservoirs A and B, and
"flow down" structure for First Creek peak discharges into Reservoir B.
l6. Jim Weldon asked about the requirements Lafarge had for maintenance, specifically
duration of time. Jeff Schwarz responded that there are re-vegetation requirements in
the performance criteria. The State will have to give acceptance before Lafarge's
maintenance responsibilities are completed.
17. The next meeting was set for 2:00 PM, Monday, December 10th.
Minutes prepared by
Craig D. Jacobson, E.I.T.
