• p~- of mining operations and from off site soil stockpiles the <br />• city has available. A natural crown along the west side of <br />' the site, on the shoulder of Fourmile Road, should prevent <br />overhead water from Fourmile Road from draining into the <br />Site, which if it occurs would result in erosion. This <br />' situation should be monitored to make sure this sediment <br />movement does not occur--some type of diversion structure <br />should be installed if this problem occurs. <br />Final cutslopes should be left in the range of 4 to 1, with <br />none steeper than 3 to 1--otherwise rilling can occur due to <br />the steep slopes preventing the quick establishment of <br />vegetative cover. Most of the area can probably be graded <br />flat enough to prevent the need for erosion control <br />blan4:ets, but a suitable mulch material (grass hay and the <br />like) should be incorporated into the uppzr surface of the <br />soil to prevent wind and water erosion. <br />The rates of mulch and fertilizer, as well as the type of <br />grass species to be planted are included as attachments to <br />this plan. The seeding mi:; with Western wheatgrass and <br />Sheep fescue is preferred as these are well adapted native <br />grasses: the other seeding mi:: comprises mainly introduced <br />species which will provide a somewhat quicF;er ground cover <br />at an economical cost. The use of (orbs for wildlife and <br />aesthetic p~_~rposes is encouraged and is included on the <br />ECS-°~. For general information about different types of <br />seedings, see also thz enclosed "generic" seeding <br />recommendation and comments. <br />The city will be responsible for obtaining any and all <br />necessary permits for the operation, including county road <br />hauling permits, dust control permits, a possible Corps of <br />Engineers 404 Permit, and the like. The 4~~4 Permit should <br />not be necessary as the watercourse below the site does not <br />appear to be a liyestream falling under the Corps permitting <br />regulations, plus fill or other material is not planned to " <br />be placed in the drainageway. However, because the <br />operation is fairly close to a wetland, and wetlands are <br />within the scope of the Corps jurisdiction regarding the <br />Clean Water Act, it may be wise to inform them of the <br />proposed activities in the aria. Such notification would be <br />advisable in case an unforeseen situation--a 10~~ year flood <br />event, for example--arises. <br />For additional information a.bo~_it environmental and social <br />factors about the proposed operation, and other <br />recommendations, see the enclosed "Mine Reclamation <br />Chec4~list and Rzview".
