An attempt was made to check some of the diversions on the <br />,roperty but snow cover prevented us from making a complete sweep of <br />.he system. Several areas were checked for clearance from past <br />inspection comments to verify compliance with maintenance. No <br />problems were noted. The 100 year diversion on the lower gob pile <br />ass clear and functioning. There was some question about the rock <br />piled temporarily along the eastern part of the diversion and its <br />=ffect on the integrity of that structure. Company officials <br />indicated that the rocks were there temporarily from the rer.ent <br />=onstruction of the upper part of the lower waste pile. They are to <br />~e put on the outer reclaimed slope of the pile for stability and <br />armouring from storm flows out of Sylvestor Gulch. Mr. Conn indicated <br />that winter weather prevented the company from placing th? rock <br />during the past season but assured us that they would be moved into <br />place by next summer. <br />The outer elope of the lower waste pile was recently topsoiled and <br />hydromulched no erosion was noted. Additional soil stored nn the <br />topsoil pile for the waste pile was also mulched. <br />The yard areas were inspected for fuel and oil spills and storage. A <br />problem was noted with the storage of five gallon containers of <br />lubricants as well as a 300 hundred gallon kerosene tank. The spill <br />prevention and containment plan was reviewed for compliance features <br />but it was not specific enough to warrant action. No spills were <br />'noted but [he storage of open containers and non containm=nt on the <br />tank was noted with the remark being made to move the cans and plan <br />as well as implement something for the tank. The cans were moved to <br />a secure area during the inspection and mention was made of moving <br />the tank to an internal location in the near future. A comment waf <br />also made about portable oil storage buildings on one of the yards. <br />They did not have a liner so they were going to be modified for <br />better containment or moved to a more stabile area. <br />Record checks were made at the mine of the following: <br />mining permit, C-80-007 expires 06/01/91 <br />the NPDES permit, C-00038776, for the mine expired l0/13/R9 but <br />they have a renewal permit application on file with the Colo Dept of <br />Health <br />water monitoring records for mine water discharge showed no current <br />discharge violations or outstanding patterns in rile past <br />monitoring records were also review with mine plan requtramen[s and <br />were found to be in compliance <br />certification records were on file for the sediment ponds; MB-4 was <br />completed 7/24/86, ponds 1,2 3, and the fresh water pond was <br />completed-1/1-1/82, MA-5 b 6 were done R/9/R4:___Waste pile .., ___ _ <br />certifications are done on a quarterly basis with the latest being <br />done 1/30/90; pond self inspections were completed on the same date. <br />Records of the inspections revealed the MB-2 was cleaned in the 2nd ~ <br />Otr of 89 and MB-6 was dune in the winter quarter of R9, <br />Their certificate of public liability insurance for mining <br />operations is effective through Jan 1, 1997 and was issued by the <br />CIGNA Property and Casualty Co. <br />
