completed it and the contractor left the site without any attempt to contact the DMG. <br />Possibly a site inspection could have;.been conducted and field minor revision been <br />issued to address the situation and ~p'event the NOV. <br />"...impending winter weather..." The~Gjrequested that EFMC address the issue in <br />the spring of 1999 and DMG subsequently conducted a site inspection specific to the <br />issue on July 22, 1999. Any delays were a direct result of EFMC delaying the <br />submission of the revision and getting the contractor to the site in adequate time to <br />complete the job. <br />The revision also proposes changes to the rill and gully plan. Not allowing the DMG to <br />concur with the proposal seriously compromises our ability to ensure that the site is <br />successfully reclaimed under the coal program rules. Finally, the NOV was issued with <br />the full support of the team senior and the coal program supervisor.
