~LAPARG E <br />NORTH AMERICA <br />Construction Materials <br />January 15, 2007 <br />Mr. Chris Rowe <br />Environmental Protection Specialist <br />Division of Minerals and Geology <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />Ric <br />.~~.`~ <br />Re: Lafarge North America <br />East Rigden Pit; Permit No. M-1979-097; Technical Revision 4 <br />Dear Chris: <br />I am requesting a Technical Revision (TR-4) to the East 1Zigden Pit, Permit No. M-1979-097 <br />issued August 13, 1979 and amended April 24, 1980. The Technical Revision will allow for <br />transport of material from the recently approved Shields at Fossil Creek Mine (M-2006-064) to <br />the East Rigden site for processing. Lafarge wilt connect to the overhead conveyor belt that will <br />cross E. Horsetooth Road and continue northwesterly from the south end of the East Rigden site <br />to the existing processing facility on the East Rigden site. <br />We believe this change is minor and constitutes a Technical Revision and have enclosed a map, <br />(Exhibit A), showing the approximate location of the conveyor belt system for your review. <br />The East Rigden Pit permit includes 521 affected acres and was approved for the use of a <br />conveyor belt (please refer to Exhibits B, C, and D). The portion of the East Rigden site that will <br />be traversed by the proposed conveyor belt was not disturbed as part of the original mining; <br />however, it was included in the mining boundary. It has remained pasture grass throughout the <br />duration of the active mine. Therefore, a Technical Revision for use of a conveyor belt across <br />this portion of the mine will have no affect on the approved Reclamation Plan. <br />The proposed duration ofmining for the Shields property is short term (3-5 years). The conveyor <br />belt on the East Rigden site will be removed upon completion of the Shields mine. <br />Any grading or reseeding required once the conveyor is removed will be done at that time. <br />The conveyor belt will cross a City of Fort Collins easement for a flood control drainage Swale. <br />Prior to submitting this Technical Revision application, we met with representatives of the City <br />of Fort Collins to review this issue. They have no objection to the crossing provided that Lafarge <br />leaves adequate groundcover when removing the overhead conveyor bridge across E. Horsetooth <br />Road and restores the vegetation (please see letter from Fort Collins, Exhibit E). Lafarge has <br />agreed to satisfactorily address these issues. <br />LAFARGE WEST INC.
