Cattany <br />t Division Director <br /> <br />~ Natural Resource Trustee <br />RE: Bowie No. I <br />ine, Permit No. C-81-038, Bowie R esources Limited <br />RN-04, Permit Renewal No. 4 Cost Estimate <br />Bowie Resources Limited (BRL) has submitted a cover letter and binder containing reclamation cost <br />estimate comparisons in order to support BRL's contention that the Division's reclamation cost <br />estimate for Permit Renewal No. 4 for the Bowie No. 1 Mine is too high. Sandy and I did a quick <br />review of the submitted information and, in general, there does not appeaz to be much detail. Perhaps <br />we should get together after you get a look at the information and discuss how to approach this. Sandy <br />and I noted a few things: <br />• BRL is not contesting every entry in the cost estimate. At the train loadout, only structural <br />demolition tasks aze involved. Other tasks, such as reseeding and pond removal, aze not <br />included. And of the structural demolition costs, certain tasks, such as railroad track removal, <br />aze not included in their discussion (Section 5 of the binder). <br />• The bid that BRL is using in their cost comparison for structural demolition at the train loadout <br />includes salvaging credit, amounting to almost $100,000.00 (Section 5). The bid also is based <br />on a 50 hour work week (Section 5). It is not cleaz if the bid for structural demolition at the <br />East Mine includes salvaging (Section 9). <br />• At the loadout, the bid secured by the operator seems to allow for the burial of concrete on site <br />(Section 5). It would seem that the operator would have to break up the concrete into small <br />pieces and excavate in order to bury the concrete with 4 feet of cover. <br />• The CON-SY bid for earthwork at the East Mine does not include testing and survey work <br />(Section 9). <br />If you need anything else, please let me know.
