Enclosed permit pages 4-116, 4-119 and 4-123 are <br />revised to reflect this new proposal. <br />This proposal also implies that shrub clumps would no longer be sampled separately from the <br />general revegetated landscape and that shmb clumps would simply be included as part of the <br />overall random sampling scheme. Permit page 4-123 is also revised to include a statement that <br />two-stage sampling may be used, if applicable, for woody plant density sampling. <br />Specific Question No. 2. <br />The phrase "or comparable techniques" was removed from page 4-119. <br />Specific Ouestion No. 3. <br />To add further clarification, the new diversity standard proposed on page 4-121 is based on an <br />evaluation of pre-mine vegetation composition. The herbaceous component of pre-mine <br />Mountain Brush shrublands contained approximately four dominant species ofgrdsses and forts <br />which each comprised greater than three percent relative cover (refer to Section 2.3 of the permit <br />document). Trapper's proposed diversity standard would ensure a similar diversity of herbaceous <br />plant species, although, as would be expected, actual dominant grass and fort species would <br />differ between the pre and post-mining plant communities.
