One reason for this request is
the Bear Canyon reclamation project is going to consume all of the
resources which were allocated by Somerset for reclamation projects this
year.
Another reason to delay the reclamation is the BLM's request to assume
the responsibility for the powerline access road. The Lower Hubbard
Creek culvert may be left in place in order to provide BLM access to the
powerline road. It will take some time to formalize an agreement with
the BLM so delaying the reclamation associated with their request is the
only reasonable option.
An additional reason to delay the reclamation is the potential
development of additional coal properties in the area. One coal operator
is considering a new mine in Bear Canyon and may utilize the existing
powerline. The upper Hubbard Creek facilities may also be of use to an
adjacent coal operator.
The delay in the reclamation schedule will allow time for these matters
to develop. Sometime next year Somerset anticipates requesting the
reclamation of the powerline, powerline access road, Upper Hubbard Creek
facilities and the Lower Hubbard Creek culvert be delayed for the
foreseeable future.
The following revised pages comprise this application for a minor
revision: 2.05-29, 2.05-31, 2.05-34, 2.05-35, 2.05-36 and 2.05-37.
Please call if you have any questions
Sincerely,
JimJim 5~~~P.E.
Consulting Engineer
cc: Tom Anderson
