(BMRq and the Costilla County
Citizens-Industry Advisory Panel.
As you are aware, we are currently performing the Third Party Technical Oversoght for the
Phase 2, Stage 1 Tailings Impoundment System Expansion under contract with BMRI as
directed by the Colorado Division of Minerals and Geology. We have discussed submittal of
this proposal for the Third Party Sampling Verification with the involved parties. We
understand that a conflict will not exist, since it is currently anticipated that our oversight of
the tailings expansion will be completed prior to the start of the sampling oversight.
Again, we look forward to being of assistance to the Costilla County Citizens-Industry
Advisory Panel and BMRI. If you have any questions or comments, or require additional
information, please contact me or Phil Leonhardt.
Sincerely,
WATER, WASTE & LAND, INC.
~`I,,~ ~`L.`~__
Sherman J.
