Minutes, August 23-24, 1989 <br />PAGE 18 <br />Staff stated that since conditions on this site and conditions noted in <br />the permit document were somewhat different, the Division and the <br />operator met and agreed upon portions of the mining and reclamation <br />plans that needed to be reassessed and re-evaluated. Summitville, <br />Incorporated submitted an updated mining and reclamation plan which <br />describes solutions to problems encountered at this site. The <br />reclamation plan addresses previous concerns the Division had, <br />regarding this site. Staff related that a new water balance will be <br />provided to the Division by December 1, 1989. This will incorporate <br />IJPDES and land application discharges. Along with the water balance, <br />the company will also submit a water quality model. This model will be <br />predictive in nature and will assess potential impacts wo Wightman Fork <br />caused by the release of detoxified solution from the heap. The <br />reclamation cost estimate is 52,218,330, which is an increase of <br />5915,000 (the operator has 60 days to submit this bond). Estimated <br />disburbance at the site was 437 acres. <br />Staff Recommendation: approve the amendment, with the conditions and <br />commitments noted, i.e., submittal of the water balance and water <br />quality information on December 1, 1989. <br />Mr. Dean Massey, representing the operator, addressed the Board <br />briefly, regarding this operation. <br />It was MOVED that the Board approve this permit amendment, including <br />cortmitme-~ conditions and bond amount noted by Staff. SECONDED AND <br />PASSED UNANIMOUSLY (Danielson, O'Connor, Donald, Kraeger-Rovey and <br />Cooley ) . <br />24. AMERICAN RARE MINERALS File No. M-84-194 <br />1902 W.
