Ossola with the Las Animas County Planning <br />and Land Use Office raised a question regarding the potential for the coal <br />stockpiled at New Elk catching fire due to spontaneous combustion (copy of <br />letter enclosed). I brought this to the attention of Dr. James A. Pendleton <br />in our office, who has informed me that if the sulfur content of the coal is <br />over 0.25 percent, and its moisture content is over 10 percent, and oxygen is <br />available to the coal, that a potential for spontaneous combustion could exist. <br />Please provide a response to our offices as to how spontaneous combustion of <br />the coal stockpiled at the New Elk Mine will .be prevented.
