Ossola with the Las Animas County Planning
and Land Use Office raised a question regarding the potential for the coal
stockpiled at New Elk catching fire due to spontaneous combustion (copy of
letter enclosed). I brought this to the attention of Dr. James A. Pendleton
in our office, who has informed me that if the sulfur content of the coal is
over 0.25 percent, and its moisture content is over 10 percent, and oxygen is
available to the coal, that a potential for spontaneous combustion could exist.
Please provide a response to our offices as to how spontaneous combustion of
the coal stockpiled at the New Elk Mine will .be prevented. Should you have
any questions, please contact me.
Sincerely,
® ~
Daniel I. He andez
Senior Reclamation Specl ist
DIH/amm
Enclosure(s)
cc: Dr. James A.
