the soil testing program will be used to determine if, and how much, fertilizer should be applied
to the topsoiled area. Since Beaz Coal Company has not performed this testing yet, the Division
may need to add this testing and fertilizer plan to the reclamation cost estimate.
12. In a letter to the Division dated May 9, 2000, BCC requested release from responsibility for the
Edwards Mine portal spring. The Division responded with a letter to BCC dated August 16,
2002 in which the Division requested additional information concerning the spring. However,
BCC has not replied to the Division's request for this additional information. Please submit
responses to this August 16, 20021etter, a copy of which is attached for your convenience. The
Division further requests an update on Beaz Coal Company's efforts to change the NPDES
permit flow description from mine water dischazge to spring water dischazge.
13. In addition, the source of the discharge referenced in item #12 above and the relationship of
this discharge to the landslide and reclamation stability is not known. It will be necessary to
address the source of this water and the relationship to land reclamation stability. Please
provide a detailed report regazding the mine water inflows encountered during the mining at the
Beaz No. 3 Mine. Include a summary of annual inflows, locations of inflows, underground
mine water management methods and mine water pumping and dischazge records. Please also
provide an analysis of the disposition of mine flows subsequent to mine closure and the
cessation of mine water dischazge to the surface.
If you have any questions, please call me.
Sincerely,
D..~.~-Q
J seph .lash
Environmental Protection Specialist
Attachments
cc: William A.
