<br />EXHIBIT D <br />mine plan <br />INTRODUCTION -Elam Construction established a "year round" office in their present <br />location at the Vagneur Gravel Pit in 1990 after gaining a local land use approval in 1988. <br />The operation is located in the Woody Creek area of Pitkin County. Elam Construction, <br />Inc. has conducted a sand and gravel business constantly since that time. The amended <br />plan consists of continued gravel extraction, crushing, washing, asphalt and concrete <br />production together with the stockpiling of imported soil, asphalt and concrete rubble. <br />The predominate feature of the 104.6 acre Vagneur Gravel Pit site is extraction and <br />processing of sand and gravel products. Exhibit C depicts the permit boundary, various <br />mining activities, and the location of other uses ancillary to the entire operation. Specific <br />activities which occur on the property include: <br />MINING AREA -All of the overburden and topsoil has been removed from the 60 acre <br />mining area and has been used for the construction of seeded berms along the westerly <br />side of the mining area, along the haul route, and around the employee housing area. As <br />areas are mined, the side slopes of the pit are graded to a 2 foot horizontal to 1 foot <br />vertical slope and then seeded. Herbicides are applied annually to control weed growth. <br />Setbacks between the mining area and the property boundary have been maintained to <br />protect the integrity of the adjoining land. In 1990, gravel extraction began near the south <br />end of the mining area and proceeded to the north boundary. Gravel extraction occurs in <br />approximately 30 foot lifts and proceeds from north to south and then south to north. As <br />of this date, one 30 foot lift of extraction has occurred across the mining area and the <br />second 30 foot lift started at the northerly most point of the mining area in 1997. Past <br />mining activities have shown that the nature of the sand and gravel resource to be a 80 <br />foot thick alluvial deposit. <br />LIFE OF MINING AREA -Several factors affect the total life of most sand and gravel <br />operations. Most notable is the surrounding communities future gravel, asphalt and <br />concrete needs. Other factors include: <br />
