Asphalt paving material is recycled by crushing pieces of the material that have been <br />removed from construction sites. The material is simply fed through a crusher plant to <br />produce sized rock material that has asphalt attached to the aggregate. The crushed <br />asphalt will be used as a feedstock for the Hot Mix Asphalt plant that is located at the <br />adjacent River Road facility. Approximately 10,000- 15,000 tons of asphalt material <br />is expected to be recycled in this manner. <br />United Companies has purchased and installed a new asphalt plant for the River Road <br />facility that has the ability to use recycled asphalt feed. This is the first year that <br />United Companies has been able to recycle asphalt material in this way . <br />The another pile of mixed asphalt and concrete is recycled by crushing then screening <br />the material. The resulting product is used as base material. The material is actually a <br />premium product. 1t is less dusty than a regular Class 6 base material. It binds <br />together better than an ordinary Class 6. Approximately 60,000-70,000 tons of this <br />material is recycled each year. <br />If this proposal is approved, recycling of asphalt and concrete will be done at this <br />location for years. The site is adjacent to United Companies' base of operations, the <br />River Road facility. The River Road Pit is not sufficiently large to allow the company <br />to handle the recycling activity in addition to the other activities that take place at <br />River Road. <br />For the near term, United Companies proposes to extract the remaining gravel <br />reserves at the Railhead Pit and to use the site for recycling asphalt and concrete. The <br />site has value to United Companies that is greater than the value of the gravel <br />resource alone. Because of its proximity to the River Road facility, the Railhead Pit <br />provides much needed additional operating area. United Companies owns the <br />Railhead Pit site. In the future, there may be other uses for the Railhead that are not <br />fully investigated or understood at this time. United Companies wants to retain the <br />use of the operating space and operational flexibility that the Railhead Pit provides. <br />4 <br />
