Ms. Christine Johnston
Mountain Coal Company
Page 24
April 14, 1997
103. Referring to Map 53B and Drawing E611102A, both submitted on March 7, 1997, will
outflow from the existing culvert (C2R-6?) flow across the proposed live subsoil stockpile
#1?
104. Because the detention pond that feeds into culvert CC W I -B is designed [o allow a backup
of water behind the pond outlet, the Division considers the detention pond to be an
impoundment and, therefore, falls under the requirements of Rule 4.05.9. Among other
requirements, pond certification and inspections will be required. Please provide a larger
scale drawing of the detention pond volume capacity, a hydrology design showing that
the pond can contain the required volume of water, and hydrology designs that show the
riprap is of the correct size.
Please call if you have any questions concerning the Division's review of MCC's March 7, 1997
adequacy response submittal for PR-07.
Sincerely,
~.~~ ~ ~~-
Michael P. Boulay,
Environmental Protection Specialist
c: David Berry, Susan Burgmaier, Bill Carter, Joe Dudash, Susan McCannon, Jim Pendleton,
Larry Routten
c:\wp51 \westelk\pr07adq.2
