Ms. Christine Johnston
Mountain Coal Company
Page 22
April 14, 1997
83. Please provide the Division with a map showing precisely where disturbed land will occur
within 100 feet of Sylvester Gulch. The Division may request additional information to
substantiate a vaziance finding regarding stream buffer zones.
84. The Division has no further concerns. MCC does not believe that it would be appropriate
to add pond SG-l to the surface water monitoring program list in Table 5 since the
sedimentation pond water monitoring is listed in the NPDES permit in Exhibit 7.
85. Revised Maps 53B and 54B were provided with the March 7, 1997 submittal. the
Division has no further concerns.
Additional Adequacy Questions -Ponds, impoundments, and diversions (Rule 2.05.3(4))
86. On the drainage basin routing diagram, found on Map 1 E of the March 7, 1997 submittal,
please change all culverts that are designated as CLSY to CSLY, for the sake of
uniformity.
87. On the drainage basin routing diagram, found on Map 1 E of the March 7, 1997 submittal,
please switch the ditch designations DCW-6A and DCW-6B.
88. On the drainage basin routing diagram, found on Map I E of the March 7, 1997 submittal,
please switch the sub-basin designations 46A1 and 46A2, if you agree.
89. On the drainage basin routing diagram, found on Map 1 E of the March 7, 1997 submittal,
please show that sub-basin designation 40A drains above junction no. J4, not below J4,
if you agree.
90. On the drainage basin routing diagram, found on Map 1 E of the March 7, 1997 submittal,
please show that sub-basin designation 37A drains below culvert CSG-l, not above CSG-
1, if appropriate.
91. Map 53B shows a topsoil pile #6 neaz landing #2. According to Drawing E611305A, that
pile is topsoil pile #4. Please reconcile this difference.
92. Page 3 of Exhibit 69 states that the buried culvert, CCW-1B, is 48 inches in diameter.
However, the Sedcad run and the culvert data chart on Map 54B show that culvert CCW-
1 8 is to be 54 inches in diameter. Please reconcile this difference.
93. The Sedcad designs submitted on March 7, 1997, for ditches DSLY-1, DSLY-2a and
DSLY-2b, state, in the subtitle, that the designs are for the 100 year storm flow. Please
change the subtitle to 10 yeaz storm flow.
