The second concern in the Ippua's letter was the silt build-up in the outlet of this large <br />culvert. Measurement's indicated 2.33 feet of sediment build up in the outlet (see photo <br />above). This sediment build up extended for at least 75 feet west into the culvert. The <br />luppa's feel that modification of the grade of the permanent diversion channel for 850 feet <br />below this culvert would eliminate the silt build-up. The Division committed to evaluate the <br />approved design before coming to any conclusions regarding possible field work by EFCI. <br />Siltation in the 100-year ditch above the shop building during the recent storm event resulted <br />in overflow from this ditch past the shop building. Some of this flow entered the shop <br />building. These two problems were items three and four in the luppa's letter. <br />w.--- :w~»=. <br />~.. <br />ditch above shop -repaired <br />At the time of the inspection EFCI had cleaned the vegetated portion of the ditch above the <br />shop and restored the ditch to the original design in the location of the breach. The <br />landowner had also constructed a berm at the shop door as a precautionary measure if the <br />ditch was to over-top in the future. The Division noted additional areas along the 100-year <br />ditch, mainly in the armored sections, where siltation from the undisturbed area above the <br />ditch had resulted in sediment deltas in the ditch that could impair future function. EFCI <br />should also carefully clean these areas to ensure that the entire length of ditch is functional <br />and restored to design criteria. <br />Rock check dams, removal of culverts and flex tubing, and downdrain construction was <br />observed at permanent ditches PM-3, PM-4, and WDD 3 as per the approved reclamation <br />plan. This work apparently had been completed prior to the most recent storm event <br />mentioned in the luppa's letter and function and performance appeared normal. Elimination <br />of the upper portion of WDD 3 was photographed and confirmed during the August 2005 <br />Division inspection. <br />Contour ditches along the refuse highwall were inspected and found recently cleaned of <br />sediment build-up. All ditches appeared in functional condition with no sign of breaches, <br />gullies, or erosion of any kind. <br />
