General Comments <br />The initial purpose of this inspection was to determine if NOV C-85-004 had <br />been abated. A pump had been installed in the thickener tank circut and it <br />appeared that most of the routine operation discharge problems had been <br />solved. The operator had also submitted a spill plan to the Division. <br />Therefore the abatement steps had been taken and a violation termination <br />notice was issued. <br />While inspecting the coal cleaning system and associated sediment control <br />ditches and ponds two new problems were observed, both related to the sediment <br />control system at the mine. <br />The first problem was a discharge from the sump under the raw coal pile. This <br />water was being pumped from the sump up onto the raw coal pile pad. From <br />there it was flowing across the pad in a southerly direction to the upper end <br />of a culvert which had been installed for a crossing over the Purgatoire River <br />diversion.
