Recent telephone conversations with Valco, Inc. indicate that the ~~ proposed 5-acre lake will be used to treat process water from the mini no de'.-~/j0`" operation. Treated water will then be discharged to the Arkansas River under the provisions of a Colorado Department of Health, Water Quality Control Division NPDES Discharge Permit. Valco, Inc. should include a discussion of the treatment operation and the method (hydraulics) for discharging treated water into the Arkansas River. Valco, Inc. must demonstrate that around water resources will not be adversely affected during the treatment process. The discussion should include a statement of whether the lake is lined with clay or other impermeable material to prevent seepage of process water into the around water table and/or Arkansas River prior to treatment. ~ 8. A minimum of one (1) east-west cross section of the 5-acre lake of sufficient detail to show elevations of the lake embankment, maximum water storage level, lake bottom, around water table, and dike. ~I ifs A minimum of three (3) north-south cross sections of the 5-acre lake of sufficient detail to show elevations of the Arkansas River channel, river embankment, emergency spillway, lake bottom, maximum water storage level, ground water table, and lake embankment. /9. Please commit to maintaining a minimum of one (1) foot of freeboard between the maximum water storaa_e level and the crest of the lake embankment or river embankment, whichever is lower in elevation. '~10. A discussion of whether runoff water from disturbed areas will enter the lake. If yes, then disturbance should be limited to the allowable storage capacity in the lake. Appropriate calculations for runoff determination from a 10-year, 24-hour storm should be submitted. 1f no, then Valco, Inc. should demonstrate that runoff waters from disturbed areas will be diverted either naturally or through an appropriately sized diversion channel to a sediment pond. ~/I1. A statement by Valco, Inc. indicating the intended post-mining land use of the 5-acre lake. The Division would like to resolve these concerns by January 26, 1990.
