Recent telephone conversations with Valco, Inc. indicate that the <br />~~ proposed 5-acre lake will be used to treat process water from the mini no <br />de'.-~/j0`" operation. Treated water will then be discharged to the Arkansas River <br />under the provisions of a Colorado Department of Health, Water Quality <br />Control Division NPDES Discharge Permit. Valco, Inc. should include a <br />discussion of the treatment operation and the method (hydraulics) for <br />discharging treated water into the Arkansas River. Valco, Inc. must <br />demonstrate that around water resources will not be adversely affected <br />during the treatment process. The discussion should include a statement <br />of whether the lake is lined with clay or other impermeable material to <br />prevent seepage of process water into the around water table and/or <br />Arkansas River prior to treatment. <br />~ 8. A minimum of one (1) east-west cross section of the 5-acre lake of <br />sufficient detail to show elevations of the lake embankment, maximum <br />water storage level, lake bottom, around water table, and dike. <br />~I ifs A minimum of three (3) north-south cross sections of the 5-acre lake of <br />sufficient detail to show elevations of the Arkansas River channel, river <br />embankment, emergency spillway, lake bottom, maximum water storage level, <br />ground water table, and lake embankment. <br />/9. Please commit to maintaining a minimum of one (1) foot of freeboard <br />between the maximum water storaa_e level and the crest of the lake <br />embankment or river embankment, whichever is lower in elevation. <br />'~10. A discussion of whether runoff water from disturbed areas will enter the <br />lake. If yes, then disturbance should be limited to the allowable <br />storage capacity in the lake. Appropriate calculations for runoff <br />determination from a 10-year, 24-hour storm should be submitted. 1f no, <br />then Valco, Inc. should demonstrate that runoff waters from disturbed <br />areas will be diverted either naturally or through an appropriately sized <br />diversion channel to a sediment pond. <br />~/I1. A statement by Valco, Inc. indicating the intended post-mining land use <br />of the 5-acre lake. <br />The Division would like to resolve these concerns by January 26, 1990. We <br />look forward to meeting with members of Valco, Inc. to discuss these issues <br />and develop a plan for resolution acceptable to both parties.
