<br />At the time this memo is being dictated. the City Engineer is attempting to finalize his <br />review of plans and specifications regarding the haulage road. These plans and :;pecifications <br />will be attached to the License Agreement as Exhibit B. Copies of the same will be available at <br />your Council meeting. <br />The corridor through which the haulage road will pass is described at Exhit~it A. T.H.E. <br />is also required to design and construct a new intersection connecting the new haulage road to the <br />access road to the water treatment plant. Design documents with respect to this part of the <br />project will be added later as Exhibit C. T.H.E: s commitment will be to connect the two roads <br />and make them both safe and compatible. Because of this. certain fill material will probably <br />have to be brought in and certain drainage stmctures might have to be installed at or near the <br />intersection of the haulage road and the access road to the water treatment plant. T.H.E..vas <br />asked but did not agree to pave the access road to the treatment plant. Given the oth~°r benefits of <br />the haulage road, a requirement of this sort would have been excessive. <br />Copies of the proposed resolution and "final" draft of License Agreement (.vithout final <br />exhibits) have been famished to T.H.E.'s representatives and to John McDermott, Esq., ~vho <br />represents some or all of the Tunnel Drive residents who oppose T.H.E.'s expansion ~f its mining <br />operations. Because their comments have not yet been received, it is possible that staff nta}• <br />recommend certain modifications to the enclosed documents during the February 3. 1997 <br />Council meeting.
