ASPHALT <br />SPECIALTIES CO. <br />growth medium. The required amount of topsoil to be used asplant-growth medium will <br />always be maintained onsite to ensure proper reclamation. <br />Overburden (topsoil) Preservation <br />The location of the topsoil stockpile berms will be within the amendment area and in <br />locations close to final placement either as backfill or as plant-growth medium. Typical <br />berm locations can be seen on the Mine Plan Map. As the near-vertical pit slopes around <br />the perimeter of the proposed mine pit limits are completed, overburden will be used for <br />constructing the final reclaimed slopes into the pit floor in preparation for final grading <br />and revegetation. <br />Topsoil stockpiled in berms for later use in revegetation will be placed on a stable swface <br />within the permit area and will be clearly marked. These stockpiles will be protected <br />with temporary revegetation from disturbances associated with the mining operation and <br />from wind and water erosion, compaction, and other disturbances that would reduce its <br />capability to support permanent reclamation vegetation. ASCI will be required to <br />maintain only as much topsoil in storage for surface reclamation as will be required to <br />reclaim the additional 3.5 acres that will result from the addition of the amendment area <br />to be revegetated. The stockpiles will be broadcast seeded with a temporary cover when <br />they remain in place for more than one growing season and will be constructed with a <br />minimum 2:1 slope. <br />Topsoil Placement <br />Approximately 6-12 inches of topsoil will be placed on all disturbed level areas around <br />the reservoir and on all 3:1 slopes, both above and slightly below the expected high <br />waterline. Contour furrows will be established on the shoreline slopes to reduce erosion <br />and encourage stable plant growth. Topsoil will be smoothed-out along the shoreline and <br />furrowed as seedbed preparation for successful native grass seeding and growth. Topsoil <br />will be spread over ground that has been smoothed and readied for topsoil replacement. <br />Topsoil will not be spread on the reservoir floor or on the lower portions of the slopes. <br />Disking of the topsoil may be required due to compaction while in storage, and this will <br />be performed prior to seeding, if necessary. <br />Reveeetation <br />All topsoiled surface areas disturbed by mining activities will be drill-seeded for final <br />reclamation with the seed mixes shown in Tables E-1 and E-2. These two seed mixes aze <br />the same as approved for the existing permit. The seed mix specified in Table E-3 is for <br />use on topsoil storage berms that will be located in their positions for a short duration, but <br />will require arapid-growing seed mix. This mix will be applied to any stockpile berm <br />tfiat will remain for longer than one yeaz.
