ASPHALT <br />SPECIALTIES CO. <br />General mining methods in the amendment azea have been discussed previously. <br />Detailed descriptions of mining procedures, locations and phases were submitted with the <br />first amendment application for this permit in September 2000 and will not be reiterated <br />here, for the sake of redundancy. All Mining Areas and Mining Phases aze shown on <br />Exhibit C-2, Mining Plan Map and aze shown in relation to each other in the Table in this <br />Exhibit. Mining and concurrent reclamation will simply proceed from Area 1 into the <br />amendment area, Area 3, after Area 2 is mined. The amendment request contained herein <br />is simply for an additional area to be mined and reclaimed by the same methods as those <br />described and approved in the first permit amendment for the Speer Mining Resource. <br />As with the first amendment approval for this permit, mining in the amended azea will <br />continue to excavate into an area 50 ft. east of the high-water bank established by <br />UD&FCD with concurrent backfill to "reclaim" the 50 ft. lost by mining and to return <br />this area to neaz pre-mine conditions. This mining and backfill will occur in the low-flow <br />season of the South Platte River. Riverside and pitside improvements, in the form of <br />riprap, will be installed. This procedure has been approved with UD&FCD and is <br />currently being implemented on the currently approved CDMG permit area through an <br />Adams County Floodplain Permit. An amendment to the Floodplain Permit with Adams <br />County incorporating these same procedures with the concurrence of UD&FCD, will be <br />approved for the amendment area. Detailed cross-sections showing these constructed <br />features are located on both Exhibit C-2, the amended Mine Plan Map and Exhibit F, the <br />amended Reclamation Plan Map. <br />~f) Description of Overburden (toasoill, Deposit and Underlyin@ Stratum <br />Based on the exploratory boreholes, the topsoil-overburden ranges from one to five feet, <br />averaging 3.5 feet in depth on the amendment area. Based on the number of vegetable <br />and other agricultural crops grown in surrounding areas, the topsoil is anticipated to be <br />very fertile for reclamation efforts. <br />The alluvial deposit to be mined varies in thickness from twenty to twenty-five feet in <br />depth, averaging 22.5 feet on the amendment azea. It vanes from fine sand and gravels in <br />the upper zones, to coazse sand and lazger cobbles neaz bedrock. The deposit on the <br />amendment area is identical to the deposit being currently mined on the active permit <br />area and is ideal for the manufacture of high-quality concrete and other construction <br />materials. <br />The underlying bedrock on the property is the Denver / Arapahoe shale. <br />Speer Mining Resource 12 October 7, 2002 <br />Asphalt Specialtics Company, Inc.
