Affiant, being of lawful age and duly sworn,
states as follows:
1. My name is Mark A. Heifner.

2. I am now and, for the past 44w-ea years, have
been employed as a Reclamation Specialist for the Colorado
blined Land Reclamation Division.
3. One of my primary duties as a Reclamation
Specialist is to review and evaluate for compliance with the
Colorado Mined Land Reclamation Act applications for extrac-
tion and development permits filed with the Mined Land Re-
clamation Board. The results of my review of permit appli-
cations, together with my recommendations regarding permit
issuance or denial are then presented to the Board at their
regular monthly meetings.
4. As part of the normal process of reviewing
permit applications I investigate all objections that are
submitted in connection with an application. These objec-
tions are communicated to the Board, together with any re-
quests for a hearing on the application.
