Throughout the <br />entire length of the South Collection Ditch, the ditch has been <br />constructed to exceed the certified minimum dimensions which in <br />turn far exceeds the required design and specifications jointly <br />agreed upon by DMG and Colowyo. <br />Colowyo further contends that repair and stabilization of <br />the natural channel segments is not warranted because these channel <br />segments are now in their most stable state having been scoured <br />down to bedrock by the extraordinary rainfall event of May 16, <br />1993. Any attempt at repair or stabilization short of complete <br />reconstruction of the entire valley bottoms, will result in a much <br />less stable configuration not to mention the tremendous additional <br />environmental damage caused by any construction in these remote, <br />steep, and severe topographic locations. Colowyo believes little <br />benefit will be gained by significant additional surface <br />disturbance to "fix" what we believe is an insignificant concern. <br />These comments are also consistent with the results of a discussion <br />on the matter with Steve Renner of DMG on June 15, 1993. <br />
