Permit Revisiar No. 7 -Responses <br />March 7, 1997 <br />Page 13 <br />The substation access road will also remain upon final reclamation but reduced to a light-use <br />road, similar to the current road in this area. <br />All other roads (including the Electric Borehole road) will be reclaimed upon final <br />reclamation. New Map 58A and 59A detail which portions of road will be reclaimed. See <br />also the responses to questions 62 and 68. <br />For light-use roads that will be entirely reclaimed, the reclamation process will be to pull <br />embankment (fill) material up to the road, supplemented with material from other azeas, and <br />place and grade this material to provide a smooth transition from uphill to downhill slopes. <br />Roadbase material will be covered and buried in place. For hauUaccess roads that will be <br />reconverted to a light-use road (Sylvester Gulch and the substation roads), fill from other <br />areas will be placed in the toe of the cut, graded, and compacted to reestablish the light-use <br />road width. Where engineered embankments exist, the light-use road width will be <br />established on the fill side of the road such that removal of the geogrid type stabilization <br />fabrics is not required. Stone slope facing will be covered with soil and revegetated. <br />The retention of roads within the Sylvester Gulch azea meets the post-mining land use of <br />grazing and wildlife habitat. Only pre-existing roads (previous to mining) will be retained to <br />allow public access to federal lands. <br />As the land exchange with the USFS will be completed by May 1, 1997, the reclaimed roads <br />will be entirely on MCC property. As the landowner, MCC wants to retain access to <br />Federal lands to the south. <br />73. The sediment pond will be reclaimed upon approval from the Division that the pond is no <br />longer required to control sediment. All structures will be removed and the pond will be <br />backfilled and graded to approximate original contour. <br />74. Shrub clusters will also be established within the Sylvester Gulch Facilities Area upon final <br />reclamation. The clusters have been added to new Map S8A. <br />75. As stated previously, MCC has eliminated all active and intermittent stream channel impacts <br />(except for culverts) by the redesign of embankments, so that stream relocations are no <br />longer necessary. <br />Post-minine Land Use (2.05.5) <br />76. The post-mining land-use of the West Elk Mine permit area does not change with the <br />addition of facilities in Sylvester Gulch. The approved post-mining land-use is grazing and <br />wildlife habitat. The end land-use in Sylvester Gulch will be achieved in the same manner as <br />it will be achieved for the currently disturbed site. Facilities will be removed, azeas <br />
