On January 13, 19~, the_DiY~~ion...issued_,IJ.O.~L..C.=9,5,-00_x, to_the <br />Roadside Mines for failu>*e to ci~K~Xx.,~uLf,~ce runoff from CRDA #1 to <br />Srfaliilized channels off the refuse pile which willVsa~ely amass"the <br />rsLnoff-from "a'"'100=year;'"24:'=hour:precipita.tion..:even~,._ (Regula£ion <br />Sectons:4".10:7 (2) and 4.09,.2,(.7_):) . <br />During the inspection it was noted that benches #1 and #2 on CRDA <br />#1 contained large puddles of water. The water had accumulated on <br />the west end of the benches, and was not entirely draining into the <br />permitted 100-year diversion ditches. On bench #2 the puddle was <br />roughly 30'L. * 3'w. The operator estimated roughly 100 gallons of <br />water on this bench. Bench #1 puddle appeared smaller. See <br />attached slides for further clarification. <br />The three benches of CRDA #1 were recently reclaimed this past <br />summer (18" of cover, topsoiled and seeded). Due to the time <br />frames associated with the OSM violation, little grading of the <br />benches occurred prior to placement of the cover material. It was <br />noted several months ago that bench #1 of CRDA #1 appeared to have <br />a low spot, and it was agreed verbally between DMG and Powderhorn <br />that the bench would be re-shaped to allow positive drainage to the <br />100-year diversion ditch. During the inspection, it was noted that <br />the 1st bench was slightly cut near the 100-year diversion ditch to <br />drain water. This minor cut, however, did not completely drain the <br />bench (can be seen on slides #1 and #2). <br />c:\roadside\950124 <br />
