However, the approved reclamation plan requires sloping the highwalls to a
4:1 gradient after the deposit is mined out.
What you are proposing to do is mine the Ryolite deposit by maintaining sloped highwalls at the
required 4: l grade so the pit walls will not need to be sloped at the end of mining activities. You
are completing a portion of the reclamation plan while mining the deposit. This, of course, will
substantially reduce the financial warranty requirement by eliminating the requirement to place
waste rock at the base of the highwall and to grade the material up the highwall in order to create
a 4:1 slope.
The remaining reclamation tasks would be comprised of ripping the pit floor, replacing topsoil,
grading the topsoil, reseeding the disturbed areas and mobilizing and demobilizing the
equipment. The estimated cost of performing the remaining reclamation tasks is $13,687 (round
to $13,700). Copies of the Cost Summary form, and tasks, are enclosed for your review.
A notice to increase your bond was mailed to you on December 8, 2000 requiring submittal of
the increase by February 6, 2001. You can disregard the notice because the TR-Ol approval letter
will outline new time requirements to submit the revised bond increase.
Remember, if, in the future, you change your method of mining (by not maintaining 4:1 slopes)
without prior approval, you may be in violation of the Construction Materials Act and/or the
Mineral Rules and Regulations.
If the revision you are proposing to the mining plan is adequately described above please let me
