~~ <br />necessary large stones can be placed on the steeper areas to form steps, then soil and fines are dozed upon <br />these areas and sloped to form a slope similar to that in the area. This was done in the Loveland quarries <br />quite successfully on slopes that are equally as steep as the ones in Lyons. It is impossible however, to <br />determine an exact time table when these quarries will deplete because of unknown market factors market <br />and actual depleation time of each area or part of an area. <br />Rule 6.4.5.(2) (f) (v): The anticipated depth of the top-soil, or fines and stone to be replaced in the steep areas <br />where the step method will be used will vary frrom 6" to 18"-24" where the large stones would form the steps <br />and where the soil and fines would be dozed over them. In the flat areas the top soil would be 6"-8", adequit <br />to grow native grasses, wild flowers or shrubs. Trees would be carefully placed so as to take advantage of the <br />deepest soil areas. We have al:l the necessary machinery to accomplish this project. We also have several <br />hundred trees that were purchased from the forest service for the purpose of future reclamation and they are <br />being protected and grown near our Loveland quarries. We also awn a 2500 gallon water truck so we can <br />water them if needed. This can also be used on roads or quarries for dust control if needed. <br />5. Reclamation plan for damage of stones in canyon. Please see report in Rule 6.3.3.(d) <br />• 6. Rule 6.4.6. Exhibit F RECLAMATION MAP PLAN. A reclamation plan map is enclosed showing the <br />expected contour lines. There will be a flat area at the base of the quarried areas [ha[ would be reseeded, also <br />if necessary the step method would be used for the steep areas as described previously in this report. The <br />• slope of the land would be similar to the surrounding area. <br />• 7. Rule 6.4.7. Exhibit G -Water information. There are no surface streams or springs in the affected area. <br />• As explained previously the work decks of each quarry are compacted and contains fines, top -soil, and larger <br />• stones. These work or processing areas are some-what bowl shaped and basically absorb any water that may <br />run off of the bare quarrying portions of the mine. We expect NO problems with run off water. The main <br />problem with water in the whole valley is run off from ALL THE ROADS fN THE VALLEY. Also if you <br />consider all the run off from the: LARGE ROOFS of all the HOMES that have been built in the area in the last <br />5 yeazs, and all ofthe NEWLY PAVED ROADS THAT ABSORB ABSOLUTELY NOTHING and <br />CONTRIBUTE SIGNIFICANTLY to the run off problem, that would be more than ten times of that which <br />could be attributed to all the quarries combined, working or not , if the water were running directly into the <br />stream that runs into town, which it doesn't . All the quarries that 1 have knowledge of,are built similiar to <br />ours, in that they have work decks or processing areas that absorb the run off that would be attributed to the <br />open or bare areas of the actual quarring area. The Town of Lyons' water problem is directly related to all the <br />new homes and development that they and Boulder County have allowed in the mouth of the valley. <br />• 8. Rule 6.4.12. Exhibit L -RECLAMATION COSTS; Please see exhibit L included with packet. The <br />Bond and Letter of Credit from the Berthoud National Bank acknowledging the liability at $6840.00. See <br />enclosed exhibit L. <br />9. Rule 6.4.13. Exhibit M Boulder County application for Special Use. See enclosed appliction . A form has <br />been filed with the Dept. of Health in regard to stormwater and air polution. Copy enclosed. <br />• 10.6.5.(4) Geotechnical stability Exhibit: Enclosed find information from VIBRA-TECH which was re- <br />quested by Arkins Park for the Loveland quarries. There should be NO RISKS FOR FOUNDATIONS <br />OR WELLS fN THE AREA CAUSED BY THE LOW VELOSITY BLASTING such as is done by the <br />Arkins Park Stone Company. See enclosed information. <br />• I I. Additional information to letters of complaint: There no haTardas materials on the quarry site, our sites <br />are monitored by MSHA, our quarries do not endanger any wild life, they, in fact provide open space for them <br />that has been destroyed by all oFthe recent homes built in the area. We carry fve extinguishers in our <br />company supplied trucks for transportation of personel or products. All our supervisory employees are re- <br />• quired to attend first aid and c.p.r. classes and refresher classes at least once per year.
