The citizen complaint was <br />received by the Oflicc of Sutfu:e hotting (()SM), Western Regiunai Coordinating Center (WRCC), Drnvcr <br />Hield Division (DI•Ul, via far from the corrtplainant on October 16. 2000. <br />The allegation in the complaint gives OSM a reason to Itclicve that if true, the allegation constitutes :t <br />violation ctf DM(i's approved n:gulatory program at Rule 4.20.? (2) a, b. & c. The complainant alleges: <br />"...the water pnthlent in the meadow south of our home is from a leak in the city line running through our <br />property.
