Garlutzo's letter to Karen Hellner <br />dated July 21, 1986. (Thus a copy of this letter is being sent to Mr. <br />Garlutzo.) This letter will hopefully clarify for you our precise <br />recommendations to you such that Las Animas County can resolve all <br />outstanding violations and civil penalties found by the Mined Land <br />Reclamation Board. <br />First of all, I would like to agree with you that it is in the best <br />interests of all for our two governmental agencies to cooperate as fully <br />as possible to resolve these problems. In no way have I intended to <br />create a climate of distrust between us as a result of my comments to the <br />press. When interviewed by representatives of your local press, I merely <br />tried to respond to their questions and, in so doing, outline the <br />situation as I saw it from the point of view of our Division. I made it <br />clear to the representative of your local newspaper that I was to <br />directly quoting any of your correspondence to me but was merely giving <br />Rly sense of it. As you are undoubtedly aware, an interviewer has little <br />or no control over the way in which his comments are reported. In any <br />case, in the spirit of cooperation that you mention, I regret any tension <br />my comments may have inadvertently caused. <br />I will next briefly outline the steps that Las Animas County needs to <br />follow in order to resolve the present situation (explaining the reasons <br />for each step, where necessary).
