To allow adequate time to respond correspondence of 6 January 2004, including appropriate
engineering evaluation of groundwater and FEMA related concerns, please extend~the decision date a
minimum of 90 days from 11 February. Unless unforeseen circumstances present themselves, we
believe this will provide sufficient time to gather, analyze and present the information desired by the
Division. Additional time may be requested for good cause shown. We will keep the Division
