~~ <br />Date: September 29, 1994 <br />TO: Mike Long <br />FROM: Susan McCannon <br />RE: Carbon Junction NOV C-94-021 <br />• iii~uiiiil~rriii~i <br />999 <br />Harry Ranney has completed an engineering review of NOV C-94-021 to <br />determine if the crushed and obstructed culverts could safely pass <br />the designed 10 yr 24 hr discharge of 39.75 cfs. <br />The violation concerned two sets of triple 24" culverts. The upper <br />set had one crushed culvert and assuming the culvert was 90$ <br />closed, the set would pass a 39.91 cfs flow. This, therefor would <br />still safely pass the designed event. <br />The lower set had one culvert approximately 30$ filled with <br />sediment. Since the other two 24~~ culverts were clean and there is <br />5 feet of head associated with this set, they were capable of <br />passing 89 cfs of flow. <br />Although the culverts needed maintenance and cleaning, it is <br />apparent that a violation did not exist at the time of the <br />inspection, therefor, I recommend that you vacate NOV C-94-021. <br />
