Bruce Humphries <br />Minerals Program Supervisor <br />A]ined Land Reclamation Division <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />' f ~ ` <br />IIIN "' <br />' AI,!nYlr'lret a~"~ <br />June 20, 1990 <br />RE: Alma Placer Mining and Reclamation Permit File #M-85-029 <br />Dear Mr. Humphries, <br />REFER i0. <br />I am writing to provide further comments to the MLRD regarding Alma (}lacer <br />following your site visit with Sim Jones 6/19/90. <br />Based on Jim's comments to me, it appears Division of Wildlife conce ns regarding <br />the 404 violation and property injury (trespass) will be satisfactor'ly resolved. <br />The question of erosion control on the berm face is also being addre sed. <br />The Division (CDOS9) must reserve judgement as to pond and berm stabi ity since <br />the pond has not been filled following repairs. If seepage is reduc to a <br />minimal state versus a free flowing discharge, our concerns regardin berm <br />stability and water quality (heavy metals in discharge) will have bee answered. <br />However, we recommend that this project be monitored to detect seepa problems, <br />and we recommend that operation of the project be contingent on mini 1 seepage <br />or discharge levels. <br />Finally, the Division reiterates previous comments to topsoil and rev getate <br />all disturbed lands within the permit boundaries as opposed to only t ose lands <br />excavated or otherwise substantially altered. <br />Given the level of progress recently attained in answering Division ( DOW) concerns, <br />2 no longer see a need to attend MLRD prehearings or board meetings t provide <br />personal testimony.
