Once the revision is approved CYCC will be <br />allowed to relocate haul road B to allow for completion of the overland belt between <br />TCC's stockpile and tipple 2. The relocated haul road will be used for a relatively short <br />time period, i.e. six -eight weeks, unless construction of the overland belt is delayed. <br />Once the belt is running the need for this segment of the haul road is eliminated. <br />[f weather conditions permit the relocated haul road will be reclaimed this fall or <br />early winter. If the weather does not cooperate the site will be reclaimed next summer. <br />[n any event the road will have a short life. <br />[ have reviewed the regulations and believe that the relocation of the haul road <br />falls under the criteria for a minor revision. The definition for a minor revision is as <br />follows: "means a modification in permit provisions to reflect minor alterations in the <br />location of roads or other facilities within the permit area, minor alterations in the timing <br />or sequencing of mining or reclamation plans approved in accordance with the <br />requirements of these Rules or other minor alterations in surface coal mining and <br />reclamation operations which shall not cause a significant alteration in the permittee's <br />reclamation plan". As can be seen the minor revision does allow for alteration in the <br />location of roads, which reflects what is proposed for haul road B. Also, the design for <br />the relocated segment of haul road B will be as originally permitted, which further <br />substantiates the argument that the relocation is a minor revision. A technical revision <br />addresses design changes, and there are none proposed for this segment of haul road B. <br />
