The selected contractor actually mobilized equipment to the Raton Creek Mine on November <br />30-December 1, 1993, then began earthwork to expand the pond. The next ten days of earthwork <br />resulted in significant problems attempting to excavate hard, solid sandstone bedrock in the pond <br />bottom and on the north inslope. The contractor has also continuously pumped water flowing into <br />the pond from the refuse pile rock drain structure. <br />Work has progressed much more slowly than expected, though all sediment accumulations <br />have been removed and approximately 25 percent of the pond bottom has been excavated to <br />design depth to date. EFMC has brought a second contractor into the pond project to rip the <br />sandstone with a D-8 dozer in an attempt to expedite the work. <br />Given that EFMC is diligently pursuing the pond excavation work described above and the <br />project is progressing slower than planned, EFMC finds it necessary to request an extension of time <br />to complete the field work to abate NOV C-93-47. EFMC hereby requests an extension of <br />abatement time to January 14, 1994 to submit a current certification for the sediment pond. <br />Please feel free to contact me if you have any questions or require addition information <br />concerning this request.
