Rule 4.0-t(1)(b)req:rires <br />that the nrnojf from a support facility must meet applicable State and Federal limitations for <br />suspended solids. Rule 4.0.5.2 requires that these limitations be achieved through the use of a <br />sedimentation pond or, per Rule 4.05.2(3), a small nrea exemption. Because a sedimentation pond <br />would be impractical in this case, please submit SAE demonstrations jot those segments ojthe <br />railroad spur and loop that do not report nrnojjto a sedimentation pond. The SAE demonstration <br />may consist oja "typical demonstration "that uses modeling parameters that are typical over the <br />entire area. Please make sure that the SAE demonstration(s) reasonably account jot the worst <br />condition along the rnilline. <br />Res op nse: The railroad loop wa_s ir~talled in 1980. All disturbance associated with the construction of the loop <br />has been topsoiled and successfully revegetated. In order to demonstrate that the reclaimed disturbance <br />associated with the railroad loop meets the intention of the CDMG Regulations, Section 4.0.2(3), An SAE <br />demonstration .vas developed using SEDCAD+. <br />The SEDCAD+analysis and all associated inputs are attached for placement in Appendix 12-2. Tn addition, the <br />permit text in Tab 12 has been revised [o include a discussion of the railroad loop SAE. <br />!3. There are several areas that appear to be cut banks or frlled-in areas which do not report to a <br />sediment pond or hm~e an S,4E' dentanstranon. One such area is the area immediately north of Ditch <br />No. 2. Another is the area fast m the west ojDitch No. 3A, as well as the outslope ojrhe southwest <br />portion of the cool stockpile nrea. <br />Ijthese areas, or any other areas, were disturbed by turning operations and so not report to a pond <br />or have an SAE demonstration, please provide either the SAE demonstrations or the drainage control <br />a'esigns that would route the runofjto a pond The later approach would necessitate reexamining <br />the pond desrgn in order to ensure adequate capacity. <br />Res op nse: An SAE demonstration was developed for the area north of Ditch 2. The SAE demonsVation is <br />attached for placement in Appendix 12-2. In addition, the permit text in Tab 12 has been revised to include a <br />discussion of the SAE and Exhibit 12-2 has been revised to show the location of the SAE. The area west of Ditch <br />3A is considered as undisturbed arcs. The outslope of the south west portion of the coal stockpile area is well <br />vegetated and is considered as part of the newly designated haul road. <br />
