Long <br />Re: New Horizon Mine (C-81-008), Midterm Review Division Director <br />I have reviewed portions of the New Horizon Mine permit for compliance with the Rules <br />and Regulations. The following lists the portions of the permit that I reviewed. <br />2.04.9- Soils Resource Information <br />2.04.10- Vegetation Information <br />2.05.4(2)(d)- Topsoil (Redistribution) <br />2.05.4(2)(e)- Revegetation <br />Volume G, Tab 22 <br />1994 Annual Reclamation Report <br />1993 Annual Reclamation Report <br />(Prime Farmland information is found within Permit Sections 2.04.9, 2.04.10, and <br />Map 2.05.4-4) <br />In brief summary; <br />Four postmining revegetation types are proposed for the permit area; irrigated hayland, <br />irrigated pasture, dryland pasture, and rangeland. <br />The irrigated pasture type corresponds with Prime farmland determination by the NRCS <br />(Barx complex, soil unit D70B). Approximately 14.6 acres South of County road 5 qualify <br />as Prime farmland. D70B soils will be salvaged, stored, and replaced in two separate lifts. <br />Seed mix 5 will be seeded on the irrigated hayland type. Revegetation success standards for <br />the irrigated hayland have been proposed in TR-28. These proposed standards are <br />acceptable. The operator should be reminded that the same methodology used to measure <br />production in the baseline data should be employed at the collection of revegetation success <br />data, as well. It is stron 1 recommended that the operator should notify DMG of plans to <br />collect success data so a DMG specialist may be on site at the time of production <br />measurement. <br />Irrigated pasture comprises approximately 104 acres located in the NW portion of the <br />No. 2 mine area. This postmining vegetation type correlates with lands dominated by <br />
