Gunnison No. 1 Mine, CMLRD <br />Permit C-80-007, Access Slopes and Mining in the B Coal <br />Seam. <br />Dear Mr. Hayes: <br />Enclosed are three copies of the above referenced <br />application for a technical revision to the Mt. <br />Gunnison No. 1 Mine, Mining and Reclamation Plan. The <br />revision is for access and associated activities by way <br />of slopes and a ventilation shaft from inside the <br />existing F Seam workings to the B Seam. The revision <br />also encompasses mining in the B Seam by room and <br />pillar, as well as longwall mining methods. <br />All activities associated with the revision are within <br />the current 5-year permit area with the exception of a <br />35.5 acre incidental boundary revision necessary to <br />accommodate the B Seam mine main access entries. No <br />openings (shafts or portals to the surface) are <br />included in the plan and all access work will be <br />underground. No changes to the surface facilities or <br />reclamation plan are included in the revision. No <br />change in the reclamation bond is included in the <br />revision, as the reclamation plan is not being revised. <br />Under the language of the existing Colorado Regulations <br />for Coal Mining, coupled with past precedents which <br />help define regulatory language, we believe the <br />application qualifies as a technical revision and is <br />being submitted as such. <br />Timely permit approval is of the utmost importance to <br />the Mt. Gunnison No. 1 Mine operation. So that the <br />agencies involved can begin the process as soon as <br />possible, we are taking the opportunity to submit <br />concurrent applications to OSMRE, BLM, and the U.S. <br />Forest Service.
