Lund;
Divlslnn Ducnu~
RE: Deserado Mine (C-81-018)
Technical Revision 35
I have completed my review of the above mentioned technical revision as it pertains to surface
water runoff management. I have the following comments to be forwarded to WFU which
should be addressed before we approve the revision.
1. WFU's letter dated March 1, 1994 states that the revised permit page for Refuse
Storage Area No. 3 will be submitted after TR 34 is approved. TR 34 will most likely
be approved after TR 35. We need to have the revised text for TR 34 prior to approval.
Please provide for our review the revised text regarding Refuse Storage Area No. 3.
2. Looking at Map 77 and aerial photographs of the refuse area haul road, it would appear
that there will be approximately 800 feet of haul road upgradient that will drain to the
refuse storage area. If the road is not crowned at the center or to one side so that it
drains directly to the road ditches, drainage from the road surface may transport
excessive refuse to the road ditches and pond. If the road is not sloped for rapid
drainage, WFU may need to install a water dip or water bar across the road on the
upgradient (southwest) end of the refuse. A water bar or dip would not require designs
prior to installation. Please inform us as to whether the road as currently graded would
afford positive drainage, or if WFU will be installing a bar or dip.
3. A revised Map 77 was included with the application. The engineer's certification of the
map was not dated, but it appears that the map was last certified in 1980. Each time
the map is revised, an engineer needs to recertify the map with a seal, signature, and
date. Please provide three more copies of Map 77 which include an engineer's
certification of the revisions made.
As a side note to you, Barbara, it would be a good idea to verify that the existing road ditches,
culvert, and pond are constructed as designed, and that drainage in and around the road and
stockpiles is as depicted on Map 77.
sLE:~oaoiva-wv
