The two new topsoil stockpiles to be created for the 2007 Amendment will have small berms
azound the bottom to trap eroded soil during a runoff event. These stockpiles will also be seeded
within 6 months of creation using a suitable temporary seed mix.
For the above reasons, no discharge permit is needed for the site. However, the existing pit is
covered by an NPDES permit number COG-500549 for discharges associated with storm water,
incase any discharges were to occur from a newly created topsoil berm or other minor feature.
Additional information on water handling is provided in the Water Resource Protection Plan,
which is included in Appendix A.
Although Woody Creek is within 200 feet of the permit boundary, the 100 year floodplain does
not get near the mining areas or the topsoil storage areas.
7. Import Material
Over the past 6 years, the amount of imported fill material into the pit has increased significantly
It is estimated that the amount of fill has now exceeded 700,000 cubic yards. The material has
been used to fill the mined out northern portion of the original mining azea. The imported
material has basically filled this area to the approximate original contour.
All imported material must be certified in writing to be Clean Material by the importer. In
addition, a Soil Sampling Protocol has been established to ensure that the material is clean,
which involves Elam testing the material according to procedures outlined in the Water Resource
Protection Plan, which is included in Appendix A.
It may be possible to sell some imported material to various entities in the community. For this
reason, Maps C-2 and C-5 do not show the contours for azeas filled with imported material. The
more material is imported, the more the final contours will approximate the original contours.
There is no way to predict how these volumes will work out; therefore, the worst case is shown
on the maps, which is maximum excavation and no filling.
Yagneur Pit June 07 D-14
