<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Yoast :~(ine conducted b_v dike Boulav of the Division of <br />Minerals and Genfo_y (Div(G). The inspection was completed over dlz course of nvo days. The <br />inspection occurred on the ahernoon of ~~larch'_2, 1999 and was completed on the morning of <br />March ?3, 1999. Chuck hlcCulloh of Seneca Coal Company (SCC) was present on March 3?, <br />1999 and Mike Altavilla of SCC was present during the inspection on ivlarch 23, 1999. No coal <br />was being hauled from the mine site during the inspection. and the dra~line was opera[ine in the <br />southeast end of [he current pi[. 1o precipitation occurred during the inspection. The ground <br />was partially snow covered, with some locations of the mine site wet From snowmelt and runoff. <br />oad <br />Roads site wide were dry and in good condition. The road to Pond 011 was generally well <br />maintained and mostly dry. Ditches along the road to Pond O1 I were mostly snow packed with <br />some running water. Haul Roads A and B were well maintained with ditches in good condition, <br />dry, and cleaz of debris. <br />Hydroloeic Balance <br />The surface of Pond 011 w'as frozen and the level of water in the pond was well below the level <br />of the primary spillway. Pond O I O was full at the time of the inspection and mostly clear of ice. <br />This pond was discharging. Both ponds appeaz to be functioning properly. <br />Site ditches and culverts were inspected to ensure proper drainage control throughout the mine <br />site. With the exception of one location as discussed below, mine site ditches were functioning <br />properly to provide sediment and drainage control. <br />Please continue to maintain site culverts along Haul Road A and Haul Road B.
