(EFCI) requests approval of a minor <br />revision to the existing approved permit application. This minor revision application concerns <br />construction of a raw coal stacker tube at Southfield's mine facility. <br />Installation of the stacker tube will both reduce fugative dust emissions and improve material <br />handling capabilities. The stacker tube function should provide an answer to EFCI's goal to <br />significantly reduce dust emissions in the facility area and comply with applicable air emission permits. <br />The attached minor revision application fully describes the stacker tube installation, with all <br />information necessary to demonstrate compliance with applicable regulatory requirements. All <br />neccessary changes to permit text and supporting materials retlecting the addition of the stacker tube aze <br />similarly attached. Placement inswctions for the revised materials are shown on the included summazy <br />of revision page. <br />The revision request includes EFCi's reclamation bond estimate for the stacker tube of <br />$2,119.00. EFCI currently maintains reclamation surety for the mine and loadout in the amount of <br />$850,600 payable to the State of Colorado. Total bond liability for the Southfield Mine and loadout is <br />$845,100 based on CMLRD bond reclamation cost estimates for PR-Ol, the South Mine Fan, and the <br />Coal Drying Installation. EFCI is proposing that part of the $5,500 excess bond in place can be applied <br />to the stacker tube reclamation cost and therefore no additional bond surety is required as a result of <br />this revision request. <br />EFCI requests your timely review and approval of the minor revision application.
