Structures
All structures at the portal area will be removed from the site.
At the sales site, the tipple, shop/warehouse, scale building and explosives bunker will all be
removed. The landowner had requested that the well and well housing, power line (owned
by the local utility) and original office building (a 12-foot by 14-foot cinder block structure)
remain on the site. The landowner had also requested the access road to the site remain.
These features are compatible with the post-mining land use. The three concrete slabs used
for storing coal will be rubblized and used to backfill the small topographic low behind the
sales office area.
Backfill, Grading, and Topsoil Redistribution
Backfilling and grading operations are to begin in 1995. TR-07 addresses how both the
portal and sales site will be backfllled and the final topographic contour will be met.
There are a total of 7,900 cubic yards of fill material available for reclamation of the portal
site. This material is old spoil which was removed from the mine portal bench and placed in
the Lewis Gulch Fill by the operator. Two thousand cubic yards have already been utilized
in the final grading of the refuse pile, and 1,200 cubic yards have been used to backfill the
portals. Twelve hundred cubic yards will be stockpiled for final backfilling of the upper
bench sediment pond, while 1,000 cubic yards are proposed for backfilling the Golden
Quality tipple road scarp. The remaining amount, or 2,500 cubic yards, is proposed for
regrading the portal bench.
The upper bench will be graded with all depressions removed. All surface flow originating
in this upper bench area will be diverted downslope through an energy dissipator before
entering the pond at the mine portal bench level.
There are only 800 cubic yards of topsoil available for use in reclaiming the portal site. This
amount of topsoil will provide agproximately six inches of cover for the mine bench area.
There is no other available topsoil on the site since the Golden Quality Mine disturbed the
area prior to the Twin Pines No.2 Mine operation.
The Coal Sales Area will be backfilled and graded using all available material to eliminate
highwalls and depressions. At the sales site, only 90 cubic yards of topsoil, taken from pond
construction, are available for reclamation. All other original topsoil has been disturbed by
previous mine operations of the Twin Pines No. 1 Mine.
Highwalls
Photographic evidence submitted with the initial permit application illustrates that the
highwalls at the sales site and portal site were pre-existing prior to Twin Pines No. 2
operations. In order to address this issue at the mine site, the operator will incorporate all
remaining available fill material (2,500 cubic yards) from the Lewis Gulch Fill into the
backfilling and grading of the portal site. The highwall on the upper bench will remain since
14
