i III IIIIIIIIIIII1111 <br />MEMORANDUM <br />T0: Pendleton ~~'n ~' <br />FROM: Posey ~'~ : M <br />RE: 3rd party monitoring applicants <br />DATE: July 28, 1992 <br />I have reviewed the SOQ's of the three proposed 3rd party samplers, <br />namely: Waste, Water and Land Inc.; John W. Shomaker,!Inc. (Jim <br />Sharmin); and Ann S. Maest. I have studied briefly tY~e SOQ's of <br />Core Labs and Evergreen Labs. My impressions follow. <br />3rd Partv Samplers: <br />I <br />Waste Water and Land Inc. (WWL) and Ann Maest bot have the <br />on-paper qualifications to carry out the job. Current y we lack <br />the fee schedule from Maest; I left a phone message f r her and <br />expect a call on Friday July 31. Overall, I believe Mae t, alone, <br />has all of the required qualifications covered by several people in <br />the WWL organization. What we will need to know is whe her these <br />entities will be able to meet the dictates of our sc edule. I <br />suggest we interview both, set out the sampling require ents, and <br />decide from the personal interviews. Prior to that we n ed to put <br />together the primary sampling needs including times, chedules, <br />equipment and reagents, and protocols. <br />Mr. Sharmin's qualifications fall far short of wh t we need <br />for the sampling program. He is basically a very young, elatively <br />inexperienced scientist with a concentration in forestry. He lacks <br />the analytical, sampling, chemical, and water skills we need. <br />Because his is the only resume we have had from Sho aker, and <br />because he does not qualify, I cannot accept his appli ation for <br />the position. In addition, his fee schedule does no, specify <br />travel costs. <br />Analvtical Labs: <br />We have dealt with Core Labs in the past, and ~s I have <br />indicated in earlier correspondence, I believe they are very <br />qualified by virtue of their experience on this project. I do not <br />have their SOQ. <br />Evergreen Labs appears to have the equipment for th job and <br />they list cyanide analyses amongst their standard a alytical <br />capabilities. Their personnel sheet should be here by t e end of <br />the week. <br />I'd like to wrap this up by about August 5 or so, at lest to the <br />level of choosing the sampler. I'd like to go to the f eld with <br />the sampler during the week of August to for the first sam le trip. <br />Comments? <br />
