LOng <br />Division Duector <br />RE: TR-20, Adequacy Review, Batch Weigh System, Foidel Creek Mine, <br />C-82-056 <br />Dear Mr. Koehler: <br />The Division has completed our initial adequacy review of Technical <br />Revision (TR-20), Batch Weigh System for the Foidel Creek Mine, <br />permit #C-82-056. Please respond to each issue or question as <br />appropriate. Our questions or comments are as follows: <br />1. As we discussed with regard to water diversion for the coal <br />waste pile, ditch D-1 may be used with regard to the waste <br />pile diversion and will need to be sized for the 100yr, 24hr <br />rainfall event in that circumstance. Information submitted <br />for this revision uses the 10 year event to size the 160 foot <br />culvert at the batch weigh stockpile area. Please be aware <br />that this sizing (TR-20) would preclude this ditch and culvert <br />design from being involved in waste pile water diversion <br />without future modification. <br />2. Have the proper changes been made or contemplated with regard <br />to the NPDES permit and Pond C receiving, and possibly <br />discharging, wash down water from the batch weigh system? <br />3. The two sumps and the temporary diversions are not shown on <br />Map 24. <br />4. The new disturbed area at the batch coal stockpile area is not <br />depicted on Map 29 nor are the volumes modified. <br />5. Text on page 2.05-54(g)(1) should be modified with regard to <br />topsoil lay down. <br />6. The permit Table 49 identifying topsoil piles and volumes <br />should be modified accordingly for the batch weigh changes. <br />
