Mountain mahogany provides cover over most of the current permit and <br />proposed amended acreage while providing excellent browse for def~r. <br />The Division requests a commitment to seed random patches of mountain <br />mahogany over twenty-five percent of the tree pad surface. Please <br />provide pounds PLS per acre. (Mountain mahogany cannot be seeded with <br />the grass seed mixture because of competition and so must be seeded alone <br />in patches.) <br />6. Areas that will not require pad construction but will be affected by <br />mining activities such as exploration, drainage control, etc. or where <br />mining interfaces with undisturbed natural drainages will require seeding <br />with an approved seed mix. Please state your commitment to seeding these <br />areas. <br />7. Please comment on mulching of the pads and fertilizing as part of the <br />Reclamation Plan. The Division requests a commitment to test the final <br />growth medium to determine nutrient requirement and application prior to <br />seeding. <br />8. The Reclamation Plan states that drainages will be maintained and the <br />runoff characteristics of the area will be virtually identical to the <br />existing characteristics. Exhibit C Pre-mining and Mining Plan Mtip <br />indicates that the natural drainages between pods in Phase 2 will not be <br />disturbed by mining. Erosion control devices such as check dams Mill be <br />necessary on these drainages that lie downslope of both Phase 1 and 4. <br />How will the natural drainage that lies at the north end of Phase 5 be <br />maintained? Please discuss. <br />9. Please indicate which haul roads or portions of haul roads will be <br />reclaimed and which roads will remain as service roads. Roads for all <br />phases should be addressed. <br />10. Because of the experimental nature of the proposed Reclamation Plan, the <br />potential erosion hazard both on and off-site due to increased run-off <br />from the exposed sandstone slab., and the potentially extended time period <br />necessary to obtain an effective cover over the pads and to trap fines on <br />the rock piles, the Division recommends the following: <br />a. That the financial warranty be based on total acres to be af~-ected <br />by all mining activities within a phase or phases, but that <br />b. Acres of maximum disturbance (exposure of sandstone slabs or <br />equally difficult terrain where pads will be constructed) be <br />limited. This acreage maximum would be based on adequate si::ing of <br />erosion control structures and the commitment that reclamation <br />would proceed on these acreages before additional bare slab could <br />be exposed. Please commit to a maximum acreage that will be <br />disturbed prior to reclamation beginning on the mine. Such maximum <br />acreage cannot be more than is reasonably required for operations <br />and stockpile areas. <br />
