Items 4 and 23 of their response were my issues; following are my comments.
4. The Division reviewed the proposed modifications to the surface water monitoring
program. Based on results from previous monitoring, the Division would agree that most
of the parameters for which monitoring is proposed to be discontinued are appropriate.
We do, however, take exception to discontinuance of some parameters in the "Full Suite
for Active Mining" list. In addition to the proposed parameters, Grand Valley should
continue to monitor total hardness, bicarbonate, carbonate, and calcium. Total hardness
is necessary to verify compliance with receiving stream standards. Bicarbonate,
carbonate, and calcium are necessary values for the development of a cation/anion
balance, which is used to verify laboratory results. Please revise the list accordingly.
Grand Valley requested we stipulate our decision with the requirement that they respond to
Item 23 by September 3, 1996. l do not see a problem with that, so whatever you decide will
work for me.
Should you or the operator have questions or need more information, please let me know.
sl.o~mlb9v.wr
