<br />COAL <br />COMppNY <br />November 21, 1983 <br />Mr. Ron Sassaman <br />Office of Surface Mining <br />Reclamation and Enforcement <br />Field Office <br />219 Central N.W. #216 <br />Albuquerque, New Mexico 87102 <br />5731 State Highway t3 <br />Meeker, Colorado 81647 <br />(303)824-4451 <br />RE: November 14-16, 1983 OSM Inspection of Coto;vyo Coal Company <br />Dear Mr. Sassaman: <br />During the above referenced inspection you indicated that you <br />would send the Colorado Mined Land Reclamation Division two ten-day notices <br />indicating two deficiencies encountered during the Colowyo inspection. <br />The two notices involve (1) reporting errors on the "Blasting <br />Reports" and (2) failure to seed some topsoil piles in Streeter Draw near <br />our powder magazine road. <br />You requested that the errors on the blasting reports be <br />corrected and the revised reports submitted to you for further review. <br />Attached for your review are the revised copies of the reports as <br />well as a copy of an engineering memo dealing with an investigation into <br />the permissible limits of the particular blasts in question. You will <br />notice that the accompanying information surtnnarizes the methods for <br />determining the maximum amount of explosives in an eight ins period. <br />In the future, all blasting reports will accurately reflect the <br />maximum amount of explosives per eight ms period, instead of the amount of <br />explosives per row or delay. <br />Also, be advised that on November 17, 1983 v+e completed the <br />seeding of the topsoil area of concern during your inspection. <br />Should you have any additional questions please contact me. <br />Sincerely, <br />JAK/llh <br />Attachments <br />cc: L.B.
